Dane County CDBG panel updates 2025 awards, forwards 2025–29 consolidated plan to County Board

The Dane County Community Development Block Grant (CDBG) Commission voted on June 10 to forward its 2025–2029 consolidated plan to the County Board and to update several 2025 subgrantee awards after final federal grant notices and estimated program income.
The change matters because the consolidated plan is the county's five-year statement of how it will use federal CDBG and HOME funds; HUD must accept the plan before the county can draw down the grants.
Cindy (staff) told the commission the county's 2025 CDBG grant award from HUD is $1,088,092, about $20,000 less than the 2024 award, and the HOME allocation is $551,908, about $12,000 more than the prior year. She said staff added an estimated $150,000 in program income and noted roughly $55,000 returned from prior grant years, allowing the commission to increase several previously contingent awards.
"Our 2025 CDBG grant award is 1,088,092, which is, approximately $20,000 less than our 2024 grant. And then our HOME federal grant is, dollars 551,908, which is about $12,000 more than the year before," Cindy said. She explained that because the commission's September 2024 recommendations were made from estimated grant amounts, the newly available program income and returned funds allowed some awards to be increased to applicants' requested amounts.
The adjustments included restoring three public-service awards to their original requests after allocating 15% of estimated program income to the public services category, and increasing Project HOME to the maximum requested combined CDBG and HOME funding. Cindy said the consolidated plan itself did not change in content other than the funding amounts; she described the draft consolidated plan as approximately 250 pages and said staff will upload the final plan to HUD's online system once the County Board approves it later this month. Cindy said HUD reviews the submitted consolidated plan and may ask follow-up questions but the county has not experienced an outright disapproval of a consolidated or annual action plan in recent years.
Commission members asked clarifying questions about HUD's formula, income verification and monitoring. Cindy said Dane County is an entitlement community that receives HUD formula grants (based on population and other factors), that annual changes in funding are common, and that program beneficiaries for public services typically self-certify income on beneficiary forms while loan programs require source documentation such as pay stubs.
The commission voted to recommend approval of the consolidated plan to the County Board; staff will complete HUD submission after County Board action and HUD review.
The commission noted a roughly $200,000 net increase attributable to estimated program income and returned funds (approximately $150,000 estimated program income plus about $55,000 returned funds). The next CDBG Commission meeting is scheduled for July 1 at 5 p.m.
