Council approves cooperative contracts, supplemental fire department funding and routine appointments; two capital measures introduced

The Allentown City Council approved multiple consent and budget items and introduced two capital ordinances for committee review.

Cooperative contracts: The council adopted R62, authorizing cooperative contracts with Whitmer Public Safety Group, Miller Flooring, and Steven Equipment Group. The council recorded a unanimous vote in favor (7-0).

Supplemental appropriation to fire department: Bill 44 provides a $16,322.02 supplemental appropriation to the 2025 general fund from the Commonwealth of Pennsylvania to the fire department for equipment purchases. The committee recommended the bill; the council adopted it on a recorded roll-call vote (7-0).

Consent appointments: The council approved three appointments on the consent agenda: the appointment of Mr. Enninger to the Board of Parks and Recreation, the appointment of Mr. Beavers to the Environmental Advisory Council (term extending to Jan. 4, 2027), and the appointment of Chrissy Echevarria to the Human Relations Commission (term extending to May 22, 2028). The consent agenda passed by recorded vote (7-0).

Capital ordinances introduced: The council introduced Bill 48, which amends the 2025 capital fund budget to transfer funds to capital project 02/1935 for American Parkway traffic signal improvements, and Bill 49, which increases the capital fund by $384,000 (plus a $96,000 match) for a demonstration project of low-cost temporary safety improvements such as speed cushions, roundabouts and striping. Both bills were referred to committee for review and public hearing; no final council votes were taken on those measures at this meeting.

The actions were taken with brief committee reports and limited debate; public comment did not oppose these items during the meeting.
