Greene County approves $562,703 CDBG contract, authorizes fairgrounds no-smoking ordinance draft

Greene County commissioners on June 4 approved delegation of signing authority and a resolution for the federal fiscal year 2024 Community Development Block Grant (CDBG) contract C93880, a $562,703 award effective May 15, 2025. The board also approved several grant activity extensions and cooperative agreements, awarded two owner-occupied home rehabilitation contracts under the HOME program, and authorized the county solicitor to draft a no-smoking and vaping ordinance for roofed structures at the Greene County Fairgrounds.

Jeff, county finance staff who presented the items, told the board the CDBG contract C93880 totaled $562,703 and would be effective May 15, 2025. Commissioners voted to place the delegation of signing authority and associated resolution on the agenda and approved the motion. The action gives the county authority to execute the federal CDBG contract as set out in the resolution.

The board approved multiple administrative and program changes tied to federal grant contracts. Commissioners approved activity extension requests for fiscal year 2021 contract C82905, including a four-month extension for Cumberland Township SFR housing rehabilitation, a six-month extension noted for a grid water and sewer sand bed replacement project, and an extension listed for Franklin Township Phase 1 (Hills Schoolhouse Road waterline) effective May 16, 2025. The board also approved a six-month extension for fiscal year 2021 contract C82905 on behalf of the Williamsburg Public Library ADA improvements effective May 13, 2025. Separately, the board approved smaller veterans and cemetery-related allocations: reimbursement of $170.76 to American Legion Post 954 for Memorial Day expenses; payment of $3 per grave for 28 graves at Aiken Old Cemetery (total $84) for care and maintenance; $75 allocated for burial services for one World War II veteran and one Korean War veteran; and $100 allocated for headstones for one Army veteran and one Air Force veteran. Each of those motions was placed on the agenda and approved.

The board also voted to place on the agenda a settlement agreement and stipulation between Green Prism LLC and the Greene County Board of Assessment Appeals, pending solicitor approval, and a consent order between Connie Bowman and the Greene County Board of Assessment Appeals, the County of Greene, Franklin Township and Central Greene School District, pending solicitor approval. Those items were placed on the agenda with motions that carried.

Commissioners authorized the county solicitor to draft a no-smoking and vaping ordinance that would apply to any buildings or structures with a roof at the Greene County Fairgrounds, including the grandstand and tents. The motion to place that authorization on the agenda was moved, seconded and carried; the transcript records that the authorization is to direct the solicitor to prepare draft language (a staff/legal direction rather than an adopted ordinance).
