Award of waterline bid: The council approved awarding DWS RF P40-1011501-04 Southwest Waterline Improvements Phase 3 to Hartland Utility Services of Tulsa, Oklahoma, for $3,816,729.75. During the roll call one councilmember recorded a “no” vote; the motion carried.
Audit engagements: The council approved engagement letters with RS Meacham (Clinton, Oklahoma) to prepare financial statements and with Jana A. Walker, CPA, PLLC (Woodward, Oklahoma) to perform the fiscal-year audit for FY2024–25. Staff told council the firms had performed prior work for the city and were recommended for re-engagement.
Opioid settlement funds application: Council adopted a resolution authorizing application to the Oklahoma Opioid Abatement Board for settlement funds totaling $525,000 over three years and authorized the city manager to accept and execute award documents if received. Staff said the funds would be used to support Hopeful Grounds, a local program serving people with substance-use and co-occurring mental-health disorders.
Group purchasing membership: The council authorized execution of a master intergovernmental cooperative purchasing agreement to join the Aqualas group purchasing program, which staff said can exempt the city from separate bidding requirements for certain purchases when purchasing through participating vendors.
Main Street Altus agreement: The council approved a public services agreement renewing the city’s arrangement with Main Street Altus. One councilmember abstained from the vote and the motion passed.
Employee handbook update: Council approved updates to the employee handbook’s wellness and tobacco-health policy to align with city ordinance requirements and to meet grant eligibility conditions for a TCEC grant application.
Change order for Alces Trails Phase 2: Council approved a revised change order to MCR 230 construction for Alces Trails Phase 2. The agenda packet listed an increase of $147,136.49; city engineering staff explained paperwork errors and presented a revised final change order amount of $139,495 (staff said this revised amount is lower than an earlier figure of $143,000 previously approved on April 1). The council approved the revised change order and authorized the mayor to sign.
Airport Advisory Board reappointments: The council reappointed Joe Schmidt, John Messerly and George Key to the Altus Airport Advisory Board for two-year terms ending on June 30, 2027.
