Votes and appointments - The board approved the consent agenda and took individual votes on resolutions listed on the agenda. Resolution 18-25 was approved by voice vote after no discussion. The updated financial policy (referred to as C-15-25 in meeting discussion) was moved to the floor and approved after debate (see separate article on the policy update). Helen Swanson was reappointed to the Local Emergency Planning Commission; the motion to approve her reappointment was made, seconded and approved by voice vote.
Administrator report The county administrator outlined budget priorities: maintain a flat levy, exercise fiscal discipline, and continue the county's bond schedule to meet capital-improvement projects. The administrator said staff is exploring options for health benefits because claim costs have been high; projects for highways, parks and facilities are starting, and bids for a grandstand project are anticipated in the near term.
Revenue and grants Staff reported that April sales tax receipts were up 30 percent from April of last year, leaving year-to-date sales-tax collections about 11.2 percent above the prior-year pace. County staff said they are monitoring federal HHS grants and proposed Medicaid changes to assess impacts on Polk County program funding.
Other notes Staff reported Greenway and Turtle Lake—a tax-delinquent property referenced in the meeting—are expected to make a final payment in August to bring taxes current. The county also announced the Wisconsin Counties Association (WCA) conference in September and asked supervisors to indicate attendance quickly because hotel rooms are limited; staff asked for responses by May 30. A public-works/safety meeting and a recycling-center tour were also noted; a mental-health task-force meeting is scheduled Friday at 12:30 p.m. in Rice Lake at the college.
The meeting began with the clerk confirming that required notices were posted on May 15 and ended after a motion to adjourn.
