City Council hearing presses agencies on mental health services for older New Yorkers

Chairs Crystal Hudson and Linda Lee convened a joint City Council oversight hearing on mental health and older New Yorkers that drew testimony from Department of Health and Mental Hygiene (DOHMH) officials, city aging staff, nonprofit providers and legal advocates. The session centered on a proposed study (Intro. 1257) that would require the Cabinet for Older New Yorkers to inventory neurological and mental health conditions and on pleas from providers for restored and expanded city funding for on-site older‑adult mental health services.

Agency witnesses said much of the surveillance data used to guide policy is publicly posted but acknowledged gaps in timeliness and cross‑agency sharing. “All of our data is posted on our website, so that's easily accessible there as well,” said Dr. Wright (DOHMH). Officials described annual epidemiological surveillance, a 2019 deep‑dive report on older adult health, and participation in multi‑agency efforts such as the BOLD Coalition on Alzheimer’s and related dementias.

Why it matters: New York City’s older population is large and growing, and council members and providers said up‑to‑date, cross‑agency data and steady funding are essential to plan services and reach people who do not come to clinics or senior centers. Providers and witnesses warned that without sustained resources, homebound older adults, immigrants with language barriers, older people experiencing homelessness and survivors of violence will not get timely mental health care.
