Council approves habitat-conservation and legal-fees ordinances; authorizes museum and band shell change order

The City Council approved two ordinances and a construction change order during the meeting. Council members raised practical access concerns for the stage area, noting equipment is heavy and that a landing or ramp would ease loading, but they did not reach a new directive on that issue during the meeting.

Staff stated a total cost for the changes; the transcript included two figures that were not clarified during the discussion.
