TSCC certifies City of Portland FY 2025-26 budget with no recommendations or objections

The Tax Supervising and Conservation Commission voted to certify the City of Portland’s fiscal year 2025-26 budget after staff told commissioners the estimates comply with local budget law and are reasonable for the purposes stated.
Allegra Wilhite, executive director for TSCC, told the commission, “We as staff found the budget estimates to be reasonable for the purposes stated and in compliance with budget law. Staff suggests no recommendations or objections to the fiscal year 25, 26 approved budget.”
The certification authorizes TSCC staff to prepare and sign the commission’s certification letter for the city. Commissioner Allison Lugo Knapp moved the motion to authorize the commission to sign the certification letter "as recommended with no recommendations or objections." The motion was approved by voice vote and the chair announced: “The city of Portland budget is so certified by TSCC.”
The certification is an administrative step TSCC performs before a jurisdiction adopts its budget; Allegra Wilhite said staff will follow up "very shortly" with the city to deliver the certification package prior to the city council’s formal adoption. The commission’s action does not itself adopt the city budget; it affirms TSCC’s finding that the budget materials submitted complied with applicable budget law and that staff had no formal objections.
TSCC opened the hearing with commissioners’ conflict-of-interest disclosures and a period for public comment before taking the certification vote. The commission heard public concerns earlier in the hearing about the budget process and specific bureau proposals, which are a matter for the council’s continuing deliberations prior to adoption.
