Developers presented conceptual site plans showing mixed-use development at densities the city’s East Albany plan allows — a mix of single-family, townhomes and multi-unit housing, a community center, and the possible relocation of VFW Post 584. Council emphasized the distinction between annexation and a later land-use process: annexation would bring the properties within Albany’s municipal boundary; any detailed site plan and infrastructure permits would require separate review, public notice and required traffic and environmental studies.
