Douglas County confirms Senior Resource Center will join county payroll Oct. 1, 2025

County staff told commissioners the Senior Resource Center will transition to county department status effective Oct. 1, 2025, and staff outlined the estimated near-term fiscal impact and next steps.
Staff recalled a $250,000 set-aside in the prior budget to support the transition and said the transition has proceeded smoothly. They reported the personnel impact from 2024 to 2025 was estimated at approximately $220,000 in addition to existing 2025 budget funding of $549,700. Staff said the primary driver of increased cost is aligning SRC employees to the county’s new classification and compensation system and that the $250,000 set-aside will be used to address some compression and compensation adjustments but will not fully resolve all compression needs.
Staff said they are budgeting to accommodate a limited amount of the transition’s financial impact in 2025 and anticipate continued discussion about fully addressing compression in future budgets. The update included an expectation that SRC employees will join the county payroll and benefits system, and staff said they will continue conversations with SRC employees about the pace and limits of compensation changes.
No formal action was taken at the work session; the report was presented as background for commissioners ahead of the formal 2026 budget process.
