The Huber Heights Property Maintenance Review Board considered seven property-maintenance cases during its meeting. The board declared three properties nuisances and ordered city-contracted abatement, voted to dismiss two cases after staff verified compliance, and heard a vehicle-removal matter for which no recorded vote appears in the transcript.
The actions focused on alleged violations of the city's property maintenance code (section references given by staff) at addresses across Huber Heights, including properties on Old Troy Pike, Damascus Drive and Pentland Circle. Staff recommended nuisance declarations and abatement by the city's contractor where properties remained noncompliant, and requested dismissals where inspection verified compliance.
Staff presentation and recommendation
A city code-enforcement staff member presented each case, citing specific sections of the municipal property maintenance code and showing photographs, tax records and inspection findings. Staff said the first case, PMRB Case 25-11 (property owner listed as Larry Looney), involved outdoor storage and debris in the rear yard after a November 2024 house fire; the property was described as unoccupied with boarded openings. Staff recommended the board declare the property a nuisance and order abatement by the city's contractor.
For PMRB Case 25-12 (owner: LFG Property Investments, LLC; 7371 Damascus Drive), staff said exterior-maintenance work appeared to have halted, with construction debris and a roll-off dumpster left in the public right-of-way; staff recommended a nuisance declaration and abatement. PMRB Case 25-13 (AMF Investments Inc., addresses listed as 5553 through 5629 Old Troy Pike and referred to as the Imperial Heights Shelving Center) was cited for substantially degraded delivery/parking asphalt with potholes and crumbling areas; staff recommended targeted asphalt repairs (not full repaving) and abatement to remove hazardous conditions.
Two cases were presented as compliant and dismissed. For PMRB Case 25-15 (owner: Spen and Scott; 8356 Old Troy Pike) and PMRB Case 25-16 (owner: Sven Anstott; same address listed), staff verified compliance as of the meeting date and asked the board to dismiss the cases; the board voted to dismiss both.
A final case, PMRB Case 25-17 (owner: William Williams; listed address 543 Pentland Circle in the transcript), involved a severely damaged/inoperable vehicle stored in the front driveway. Staff recommended the board declare the property a nuisance and authorize the city's towing contractor to remove and impound the vehicle; staff also said, in this situation, removal and storage costs would be covered by the city's existing towing contract so no fee would be assessed to the city for removal and storage. The transcript does not include a roll-call vote for Case 25-17.

Board actions and implementation
Where the board declared properties nuisances, staff told the board the city's contractor would abate the properties and bring them into compliance "by the rule of the notice" (staff language). For the vehicle-removal matter, staff said the towing contractor under the city's contract would remove and impound the vehicle and that associated removal and storage costs would be handled under the city's existing agreement.
Administrative notes
Staff reported that mailing of zoning letters to owners had not been returned in several cases and that, in most cases presented as nuisances, there had been no communication from owners to the code-enforcement officer. Staff also noted tax records showing property taxes "are traditionally paid" for the properties discussed. The board approved minutes for the April 10, 2025 PM meeting and scheduled the next meeting for July 10, 2025.
