City staff reports strong turnout for GTOPS Capacity and Mini grant cycles; awards to be announced in June

Dan Martinez briefed the Technology Commission on June 11 about the 2025 Grant for Technology Opportunities Program (GTOPS), reporting high interest in the smaller grant streams and a schedule for reviewer scoring and award notifications.
"The total funding we have for the all 3 pathways is $400,000," Martinez said, describing three GTOPS pathways: GTOPS Core (the largest), GTOPS Capacity and GTOPS Mini. Martinez said GTOPS Capacity is intended to build organizational infrastructure for small nonprofit digital-inclusion groups and has an award range of $150 to $2,500 with total capacity funding of $25,000. GTOPS Mini has an award range of $5,000 to $10,000 with total funding of $60,000.
Martinez said GTOPS Capacity received 22–23 submissions with 19 eligible applicants and GTOPS Mini received 20 submissions with 17 eligible. He said most ineligible submissions failed eligibility on revenue limits or exceeded grant limits; Capacity is intended for organizations with annual revenues under $1.5 million and Mini for organizations under $2 million.
Martinez outlined the review timeline: reviewers are scoring applications now; deliberations among two review panels (one for Capacity, one for Mini) will follow; final scores are due June 25; and staff plans to notify applicants of awards by June 30.
He thanked commissioners who served on review panels and said the commission is not required to approve GTOPS Capacity and Mini awardees (those awards follow the program's review and staff decision process). Martinez also listed several repeat applicants and new organizations seeking funding, and credited the Economic Development Department's marketing assistance for improved applicant outreach.
Commissioners had no formal action on GTOPS during the meeting. Martinez said staff will provide another update in July.
