Council adopts Landscape & Lighting District assessments for FY 2025–26; CPI increase applied

The Thousand Oaks City Council held a noticed public hearing and adopted resolutions confirming the final engineer’s report and ordering the annual levy for the city’s Landscape & Lighting Assessment Districts for fiscal year 2025–26.
Senior financial analyst Miguel Chavez told the council the landscaping district is apportioned into 39 zones and the lighting district into six zones. Staff recommended and the council approved the allowable inflationary adjustment of 3.33% (the Consumer Price Index used by the district) for both landscape and lighting assessments. Chavez said the assessments fund maintenance of roughly 27,000 street trees, 17,500,000 square feet of landscaping, graffiti removal, nearly 8,000 street lights, 136 traffic signals and 40 lighted pedestrian crossings across the city.
Chavez also noted new capital projects budgeted from the assessments: eight landscape capital projects totaling $9,375,000 across FY 2025–26 and FY 2026–27 and 10 lighting projects totaling $2,190,000 across the same two fiscal years. The council found the levy action is not a project under CEQA and voted 5–0 to adopt the resolutions.
