The Thousand Oaks City Council unanimously authorized initiation of litigation during a closed session held before the evening meeting, City Attorney Tracy Noonan announced after the council returned to open session. Noonan said the council directed staff to begin litigation and that “the specifics regarding the parties will be publicly available after initiation of litigation and service of process.”
The closed session agenda listed three items under Government Code section 54956.9: two pending litigation matters titled Quadra v. City of Thousand Oaks and Keyes v. City of Thousand Oaks, and one item described as anticipated litigation under Government Code section 54956.9(d)(4). The council did not disclose further factual details in open session.
Under California law, many settlement and litigation details remain confidential until a case is filed or service of process is completed; Noonan told the council the city would make specifics public after those steps occur. The announcement occurred at the start of the meeting; the council recessed to closed session and returned to open session later in the evening.
