Emily Johnson presented the staff report, explaining the property was rezoned to R‑3 several years earlier to allow an apartment expansion that did not move forward. The applicant’s agent, Jimmy Gooding, said staff agreed that B‑2 was appropriate for the entire parcel and that reverting to commercial zoning would better serve development options along State Road 200 and nearby commercial uses.
Staff reported no level‑of‑service issues for public facilities tied to the rezoning and found the proposal consistent with the low‑intensity future land‑use category and compatible with adjacent B‑2 and B‑4 properties. The commission approved the rezoning on a roll call vote with Branson, Boudreaux, Carlock, Martin, McDonald, London and Lopez recorded as voting aye.
