The Edmond City Council adopted the city’s fiscal year 2025–26 budget during its June 9 meeting, approving a plan staff described as “lean” in response to declining revenues and rising costs.
City staff said the budget runs July 1, 2025, through June 30, 2026. The council approved a hiring freeze for all positions except public safety and utilities. Staff and council members repeatedly said additional reductions will be proposed to reach fiscal targets: the council directed the city manager to return in September with proposals to cut an additional $1 million.
“Hiring freeze, and further reductions will occur through a hiring freeze, for all positions except public safety and utilities,” the city manager said while introducing the item. Finance director Kathy Panas and other finance staff were acknowledged by council for extensive work on the budget.
Council also approved a related resolution authorizing spending above the 90% limit at the end of the budget year as required by Oklahoma law; staff said the resolution is a standard annual procedure. Public comment during the hearing urged caution on staffing cuts and recommended applying additional revenue to street maintenance rather than personnel.
A motion to adopt Resolution 20-25 approving the FY2025–26 budget passed 5-0.
Council members said they intend to pursue budget process reforms to make city accounting and messaging clearer to residents.
