Council ratifies emergency engine repair for Fire Unit T2, waives competitive bidding

The Edmond City Council approved two related actions June 9 to keep a fire apparatus in service after a catastrophic engine failure.
The council first approved a transfer of $130,000 from the fire/public safety budget to cover maintenance, repairs and equipment for the fire fleet. Bobby Masterson, assistant director of public works, said the city moved money because vehicle maintenance lacked sufficient budget and Unit T2 suffered “a complete catastrophic engine failure.” Masterson said the engine replacement, including related systems, was estimated at about $124,000 and the city chose a new Cummins engine with factory installation to preserve warranty coverage. He added the city has filed a warranty claim with Cummins, which could reduce net cost if approved.
The council then ratified the director of fleet’s emergency declaration and waived competitive bidding to authorize the repair and replacement work. The emergency purchase line in the agenda referenced an amount shown in the packet; during council discussion staff cited a repair estimate of about $124,000 and the ratification motion passed unanimously.
Council members said quick action was necessary so the vehicle would not remain out of service while waiting for replacement engines. A motion to waive competitive bids and approve the emergency repair passed 5-0.
Staff said warranty assistance from Cummins is pending and could reduce the city’s final expense; no final cost reconciliation was presented at the meeting.
