Denton board rejects management study proposals, will rework scope and reissue RFP

The Public Utility Board voted unanimously June 9 to reject proposals submitted in response to a request for proposals for a citywide management study and to direct staff to rework the scope and reissue the RFP.
Board member Mr. Rybak pulled the consent item for discussion. Tony, the DMU general manager, explained that the city charter requires a management study every 10 years and the last study was completed in 2018. After reviewing proposals and the originally provided scope, staff concluded the submissions ‘‘did not meet the full scope’’ required — particularly for evaluating the electric utility — and recommended rejecting the bids, revising the scope and reissuing the RFP.
Board members also noted turnover in utility teams and limited available personnel as an additional factor creating a need to delay and reissue the study to ensure adequate vendor capacity and alignment with the utility staffing reality.
A motion to reject the proposals, rework the scope and reissue the RFP was approved unanimously (6–0).
Votes: Board approved rejection and reissuance unanimously (6–0).
