Council awards City Hall restroom renovation using CDBG funds after bidder concerns

The Roseville City Council voted May 27 to award the City Hall restroom renovation contract (AEW project number 0100-0569) to Quadrate Construction LLC. City staff said the project will be primarily funded with Community Development Block Grant (CDBG) funds, with remaining costs covered by bond and other capital funds.
Scott Lockwood, representing Anderson Next Dine (design/consultant), told the council the second-low bidder, Quadrate Construction, had worked satisfactorily on multiple projects in Roseville while the low bidder "has not performed well" in nearby communities. Lockwood said concerns included coordination of subcontractors and lack of communication, and recommended awarding the contract to Quadrate to improve chances of successful project completion.
Council members asked whether renovated restrooms would meet the Americans with Disabilities Act (ADA) standards; Lockwood and staff said none of the City Hall restrooms currently meet ADA standards and that the renovation will bring them into compliance. The project scope in the staff report covers refurbishment and renovation of all City Hall bathrooms.
Motion to approve was made by Councilman Leticia and supported by Mayor Pro Tem (recorded as Haught/Hall in the meeting transcript); the motion carried by voice vote.
