The New York City Council Land Use subcommittee opened a pre-considered hearing on application G250076SCQ, an Article 11 tax-exemption request for Ocean Crest, an 89‑unit affordable homeownership development in Queens. The project was described as previously approved by the council in August 2023 and proposed to be financed through the Department of Housing Preservation and Development’s Open Door program.
Applicant Jesse Badis stated he represented the sponsor entities and affirmed his testimony for the record. The applicant described Ocean Crest as “an 89 unit, 100 percent affordable homeownership development previously approved by the city council on August eighth of 2023,” and said the project would be financed under HPD’s Open Door program. HPD staff identified on the record as available for questions included Ryan Moroz, Emily Adler and Justin Donlon.
After the applicant’s presentation, the applicant panel was excused and no members of the public testified either in person or remotely. Chair Riley closed the public hearing and the subcommittee laid the item over for later consideration. The subcommittee record notes that written testimony may be submitted via landusetestimony@council.nyc.gov within the published window.
