Council approves SB 1 project list and Measure D five-year plan; major pavement project awarded

The Scotts Valley City Council unanimously approved two transportation funding items after public hearings: a fiscal-year project list funded by SB 1 (the Road Repair and Accountability Act) and an updated Measure D five-year plan for 2025'30. Both votes were unanimous.

Public Works presentations: In a staff presentation, Public Works staff explained that SB 1 provides statewide funding for road maintenance and that the city is projected to receive approximately $316,000 for fiscal year 2025'6. Staff proposed directing those funds to ongoing resurfacing and maintenance projects, including Granite Creek and annual resurfacing work. The council adopted Resolution 1946.7 approving the SB 1 project list.

The council then considered the Measure D five-year plan, a locally guided transportation-program plan required to align projects with Measure D funding priorities. Public Works described the top priorities for the five-year plan as maintaining and improving pavement conditions, road safety improvements and preventative maintenance. Key projects identified for the near term include Scotts Valley Drive bike-lane improvements, Mount Hermon Road work and the city's annual street maintenance program. The council adopted Resolution 1923.8 approving the Measure D 2025'7 plan.

Consent agenda pavement contract: Earlier in the meeting the council approved the consent agenda, which included the award of a competitive contract for a pavement maintenance project covering roughly 18 lane miles across the city, including portions of Mount Hermon Road. Staff said they received three competitive bids and recommended the lowest responsive bidder; the contract includes a contingency for unforeseen conditions. Staff estimated construction to begin in July and take two to three months. Public Works said the winning bid was slightly under the engineer's estimate and that the final cost is likely to come in under budget.

Public comment at the Measure D hearing was limited. John Marlow and others asked technical questions about specific locations, including Lockwood Lane and Granite Creek overpass safety and whether planned bike lanes would fit the existing roadway. Staff replied that Scotts Valley Drive already has bike lanes and the Measure D project would add buffered space between the bike lane and travel lane, and that the Granite Creek overpass will require a more substantial, long-term redesign and funding beyond the scope of Measure D.

Next steps and communications: Staff said they will post the adopted budget and project details in the city OpenGov portal, coordinate schedules with contractors, and notify residents about traffic-control plans and neighborhood impacts once construction phasing is finalized.
