Oro Valley council approves tentative police union memorandum of understanding

Mayor Winfield moved to approve the resolution; Councilmember Murphy seconded and the motion carried unanimously.
Detective Chris Knapp, speaking for the bargaining unit during the meeting, said the parties reached a “mutual agreement” after extended negotiations and direct council involvement. “We fully support this agreement. We believe it is fair, competitive, and reflective of the value that the town places on its public safety professionals,” Knapp said, thanking council and the negotiating teams.
Mayor Winfield and other council members thanked both negotiating teams and highlighted the lengthy negotiation timeline, which began in November and continued through negotiations earlier this year. The mayor listed members of the Public Safety Negotiation Committee and the town management team who participated in the talks and credited their cooperation for producing a compromise the council could adopt.
The resolution packet provided to council included a memorandum of understanding and a summary of tentative agreement changes. Council voted to accept the agreement as presented; the resolution specifies the memorandum of understanding would become effective July 1, 2025.
No amendments or dissent were recorded during the council vote. Council discussion emphasized balancing support for public safety with fiscal responsibility.
The motion to adopt Resolution R25-16 passed, 5-0. The council then recessed briefly before continuing the meeting.
