Council approves Pennoni contract amendment to add construction inspection for JC Park

Cape Coral City Council on June 4 approved an amendment to the design contract for JC Park with engineering firm Pennoni to add construction administration and construction engineering inspection (CEI) services.
The amendment adds $280,000 to the design contract, bringing the total design contract to $850,000, and extends the contractor's period of performance to include construction (a 350-calendar-day extension tied to the construction duration). Public Works representative Bill Corbett said it is standard practice to have the engineer of record perform CEI because they understand the design intent and can address field problems without the learning curve a third party would face.
Council member John Steinke, who pulled the item from the consent agenda for explanation, said the change does not increase the project’s construction budget; it reallocates funds already included in the overall JC Park budget to the engineering contract to cover CEI. Corbett confirmed the 350-day extension covers the construction phase rather than the design-only period.
Council discussed the merits of hiring field-experienced CEI staff versus in-house coverage. Council member Kilrane said contractors with field experience are preferable because they are present for hands-on oversight. The motion to approve the resolution authorizing the contract amendment passed on an 8-0 roll call vote.
