The commission's action followed a presentation by Stephanie Cervantes, senior planner in the Planning Department, who described proposed changes that include additions to activity classifications, new classification language for supportive care and boarding houses, revisions to land-use district tables with an HCD-preferred footnote, edits to definitions (including earlier April recommendations on the single-housekeeping-unit and vacant-lot language), updates to the inclusionary housing ordinance, and clarifications to the city's SB9-related urban lot split rules. No public comments were received at the hearing.
Cervantes said city planning staff and the city attorney worked together to revise the code language to ensure compliance with state law and to simplify repetitive or unclear sections. The presentation noted removal of two unused chapters pertaining to a cultural district and incorporation of an existing land-use-district table into the zoning code rather than keeping it as a website resource.
Commissioners asked clarifying questions about the family definition and asked staff to clean up formatting and table abbreviations. Discussion at the April 21 meeting had led to two specific earlier recommendations: removing the term "single housekeeping unit" from the definition set and adding a tenant-free reference to the definition of "vacant lot." Staff said those earlier recommendations were addressed as part of the revisions.
Commissioner DiGiorgio moved to adopt staff's recommendation and approve Resolution 2025-03 recommending that the City Council adopt the zoning text amendments (ZT01-25). The motion was seconded and carried 5-0.
The planning commission's vote is a recommendation; the amendments will next be considered by the Lafayette City Council. Staff told the commission that no public comments had been received on the item as of the meeting and that they had made edits in response to HCD preferences and to ensure state-law compliance.
