Council extends temporary protections for families in Family Rehousing Stabilization Program

The Council approved PR26‑214, an emergency declaration extending temporary protections for families participating in the Family Rehousing Stabilization Program (FRSP). The measure maintains the status quo by ensuring families can request individualized extension reviews and receive reasons and appeal rights if extensions are denied while the Council and administration consider longer‑term program changes during the budget cycle.

Councilmember Matt Fruman, who moved the declaration, described FRSP as the primary housing assistance program many families use after exiting shelters and said most families do not see significant income gains while enrolled. Fruman said the Department of Human Services (DHS) had temporarily halted entries into FRSP because of spending pressures and that preserving individualized review rights prevents abrupt loss of assistance for families already in the program while the Council reviews permanent policy options this budget season.

Councilmember Janeese Lewis George and others sought assurances that the extension would be short and would not prevent the Council and administration from addressing the program’s fiscal pressures through budget negotiations. Councilmember Henderson asked about the mayor’s opposition to the emergency declaration; Fruman said the urgency stemmed from spending pressures within DHS but maintained that preserving rights for current participants was necessary until exit options are developed.

The emergency declaration and the underlying temporary legislation were approved unanimously. Fruman said the Council will consider longer‑term legislation as part of the budget process in coming weeks.
