Council approves CarMax special permit for site near I‑35

The Waco City Council on June 3 approved a special-permit resolution allowing CarMax Auto Superstores Inc. to operate an automobile sales use on about 4.74 acres located roughly 800 feet south of the intersection of Vista View Drive and the southbound I‑35 access road.
Assistant Director Wagstaff told the council the Planning Commission recommended approval on May 27, subject to the special provisions and conditions attached to the ordinance. Staff said the commission found the use consistent with the comprehensive plan and compatible with orderly development, and that community facilities and road access were adequate.
Attorney/representative (Mossberg) and members of the CarMax team — Kristen Cohen (development manager, CenterPoint Integrated Solutions), Bradley Escobar (CarMax manager) and Wes Eustace (Basin Engineering) — appeared before the council and said CarMax is prepared to work with staff and the developer on infrastructure and design. "CarMax is extremely excited to be coming to the city of Waco," Escobar said.
No members of the public spoke in opposition at the council meeting. The council voted by roll call with Fairfield, Lozano, Porter Root, Ewing, Chase and Holmes voting yes.
The special permit includes conditions the Planning Commission attached; staff said the preliminary plat for the larger development is already approved and infrastructure work will follow the city’s review and permitting processes.
