Council approves 2025 consolidated plan and 2025–26 Annual Action Plan for HUD funds

The Chico City Council voted unanimously, 7-0, on June 3 to adopt the City’s 2025 consolidated plan and the 2025–26 annual action plan, the strategic document that governs use of HUD formula funds including the Community Development Block Grant (CDBG) and HOME programs.
Mary Jo Alonzo, the city’s housing program manager, told council the consolidated plan is a five-year strategic plan that aligns HUD-funded activities with local priorities and HUD eligibility rules. The plan sets priority needs, specific program goals and measurable benchmarks focused on addressing low- and moderate-income needs (defined in staff materials as households earning up to 80% of area median income).
Staff reported small year-over-year increases in both the CDBG and HOME allocations and described adjustments in the draft budget exhibit to account for the revised award amounts. Among the technical changes, staff proposed amending the annual plan language to allow CDBG funding to be allocated to either the North Cedar Street project or the Fair Housing multimodal reconstruction project; that flexibility was described as a practical step to align the projects with environmental review schedules.
No public speakers addressed the consolidated-plan item at the hearing. The council moved to approve the plan and associated action plan and the vote was 7-0.
What’s next: The consolidated plan will be submitted to the U.S. Department of Housing and Urban Development as the City’s strategic framework for CDBG and HOME funding for the coming program year; staff will manage allocations and track goal benchmarks identified in the plan.
