Hocking County zoning commission advances discussion on short-term rental permits, emergency access and impact fees

The Hocking County Zoning Commission on May 29 discussed a package of proposed land-use tools focused mainly on short-term rental regulation, emergency access for first responders and possible impact fees as the county addresses growth in tourist lodging.

Commission members and staff said the conversation grew out of a county survey and stakeholder meetings. The commission’s chair said the process has been public and rejected a claim that rules would be “thrown on people at the last minute,” adding, “that is not the case whatsoever.”

Commissioners and speakers outlined a set of measures the commission is considering: a short-term rental permit and registry; a mandatory 24-hour local contact for each rental; clearer address-numbering requirements and signage for 911 responders; engineering standards or fire-department approval for driveway access and turnaround; occupancy limits tied to advertised sleeping capacity; parking standards; proof of insurance for rental operations; noise and nuisance controls; and research into impact fees to support first responders and infrastructure.
