Brownsville approves first readings to annex Summer Lakes section and New Carmen tract

The Brownsville City Commission on June 3 approved first readings of two ordinances to annex land into the city's corporate limits: Ordinance No. 2025-1770 to annex about 12.971 acres for a section of the Summer Lakes development and Ordinance No. 2025-1771 to annex 25 acres fronting New Carmen Avenue.
City planning staff presented both petitions as voluntary annexations filed under the Texas Local Government Code, Chapter 43. Staff said Olmedo Development LLC submitted the petition for the 12.971-acre tract on Summerhill Boulevard; the parcel is planned for single-family lots and staff estimated it would yield roughly 55 to 65 lots as part of a larger multi-section development that will total about 128 lots across the roadway. The 25-acre petition was filed by Raja Ranch LLC and was described as a single-family tract that will also include an easement to service a future subdivision; staff said an existing warehouse sits on the property and the developer will be required to construct required infrastructure before occupancy.
Both annexations were presented as having met statutory requirements for voluntary annexation, including a written service agreement and required public notice. Each public hearing was opened and closed with no speakers for the items, and commissioners then voted to approve the first readings by voice vote.
Staff recommended approval for both annexations; the commission’s approvals at first reading move both ordinances forward in the municipal adoption process.
