TMRPA finds Arlington Office amendment to Reno master plan in conformance with regional plan

Regional planner Chris Tolley presented the City of Reno’s Arlington Office amendment (case CR25-001) and said regional planning staff recommends the change be found in conformance with the 2024 Truckee Meadows Regional Plan.
Tolley told the Truckee Meadows Regional Planning Agency that the amendment would change the subject site’s land-use designation from Single Family Neighborhood to Suburban Mixed Use and that the City of Reno also proposes rezoning the approximately 0.31-acre site from Single Family Residential (5 units per acre) to Professional Office.
"Regional planning staff does recommend that the proposed amendment conforms with the 2024 Truckee Meadows Regional Plan," Tolley said. He noted the site is located east of South Arlington, about 250 feet north of its intersection with West Clum Lane, and that the property lies in the Tier 1 regional land designation. Tolley said the surrounding properties are already designated Suburban Mixed Use and that infrastructure to serve the site exists, so any development impacts are expected to be minimal.
Commissioner Shelly Reid moved to find the Arlington Office amendment in conformance with the 2024 Truckee Meadows Regional Plan "based on the findings listed in the staff report." Commissioner Rob Pierce seconded the motion. The board voted and the motion carried unanimously.
The agency’s review referenced the conformance criteria in policy RC 9 of the 2024 Truckee Meadows Regional Plan. No public comments were made on the item during the meeting.
The decision is procedural: the TMRPA finding of conformance signals that the amendment is consistent with regional policies and does not by itself change zoning or authorize development; those actions remain under the City of Reno’s authority.
