The Missoula City Council adopted a resolution on June 2 approving fourth-quarter amendments to the FY2024 budget following a delayed audit.
Lee Griffin presented the amendments remotely and told the council state law allows municipalities to amend their budgets during the year provided there is a public hearing. Griffin said the amendments largely reflect year-end accounting adjustments, audit-driven true-ups, carryforward amounts and transfers. Staff attached an exhibit to the agenda listing each amendment, the funds and departments affected, revenue sources (including fund balance or newly received grants) and expenditure accounts.
Griffin said the city delayed the fourth-quarter amendments until the audit was complete to incorporate any audit adjustments. Council discussion was limited to clarifying questions about the amendment process. Councilor Campbell asked what conditions typically drive the need for quarterly amendments; Griffin replied that new grants, construction change orders and accounting reallocations commonly require mid-year adjustments.
Councilor Becerra moved to adopt the resolution; the motion passed unanimously on roll call. There were no public comments during the public hearing.
The resolution amends revenues and appropriations as detailed in the staff exhibit attached to the meeting agenda. Griffin said the exhibit itemizes the amounts and the affected funds and that this resolution constitutes the final budget amendment for FY2024.
Councilors thanked staff for their work incorporating audit results and finalizing the year-end adjustments.
