Commission adopts ordinances on churches, door-to-door sales and vendor licenses; approves new vendor fees

The Huron City Commission approved three ordinances on second reading and a companion resolution that sets fees for door-to-door sales and temporary commercial vendors.
City Planner Barry Kearns summarized ordinance 22-73-23-416, an amendment on joint jurisdictional areas addressing nonresidential church uses next to residential zones. The ordinance requires a six-foot opaque fence to reduce light spill from parking lots and similar impacts; staff recommended approval. Kearns told the commission the change reflects a prior commission action affecting churches operating adjacent to residential districts.
Finance Director Pauline Carey reported no changes from the first readings on two ordinances: one regulating door-to-door sales (ordinance 22-72-5-137) and another renaming an emergency temporary vendor license to “temporary commercial vendor license” (ordinance 22-71-5-136). Carey said both items were reviewed in two work sessions and drew no public comments.
The commission also approved Resolution 2025-4 establishing fees: door-to-door permits will be $100 for 10 days with $10 for each additional day; temporary commercial vendor permits will be $100 annually and $25 per day for single-day permits. City staff said activities conducted earlier in the year before the effective date would be grandfathered.
All four items passed on unanimous roll-call votes. The roll-call recorded: Smith — Aye; Klute/Clute — Aye; Craig — Aye; Harvey — Aye; Mayor Robich — Aye.
