Commission authorizes bids for Weibo Drive sewer and Jersey Avenue drainage projects

Runge and staff also presented plans for Jersey Avenue, a site north of the railroad bridge where recurring storm events have overtopped the road and eroded the adjacent bank along the James River. Infrastructure Design Group assisted on the plans; staff said the project will replace existing 48-inch corrugated-metal culverts with concrete structures and add bank stabilization. The estimated cost is $360,000.
Runge explained the change in approach: instead of a “Texas crossing” where water runs over a reinforced concrete section and the culverts remain, the city will replace the corrugated culverts because leaving them would limit the new concrete design’s 50-year expected life. He also said surveys showed a deep washout beyond the culvert outfalls that requires bank stabilization.
Both motions passed on roll-call votes. The council did not specify the motion makers on the transcript; the roll-call recorded the following votes for each project: Smith — Aye; Clute — Aye; Craig — Aye; Harvey — Aye; Mayor Robich — Aye.
Next steps: staff were authorized to issue addenda as needed and to accept bids at the June 24 opening. No contract awards were made at the meeting; award decisions will follow the bid-opening process.
