Development services asked the board to extend an assurance agreement for the Kings Ranch at Coronado subdivision, a multi-phase project near Highway 92.
Paul Esparza of development services described the assurance agreement as the county's guarantee that a subdivider completes required improvements before lots are released. Esparza said 60 lots have been released out of 303 total and that the developer has previously received one extension; staff noted the subdivision includes recharge basins and that engineering had conducted drainage reviews. Esparza said the county typically holds lots in a third-party trust and records lot-release documents when improvements are verified.
Supervisors pressed staff on drainage, erosion and whether substantial stormwater infrastructure (culverts or storm drains) is required to prevent runoff from reaching properties at the bottom of the hill. Supervisor Crosby and others urged staff to ensure engineering review addresses possible downstream impacts; staff said the county performed a full drainage analysis when the final plat was approved and would re-check engineering records if supervisors wanted additional confirmation.
No action was taken at the work session; the extension request will be placed on the regular meeting agenda for formal consideration.
