Cochise County library to renew E-Rate consulting agreement; consulting costs $2,500 annually

Cochise County library staff asked supervisors to approve a renewal of an agreement with Yavapai County's educational service agency to provide E-Rate consulting services that support reimbursement of internet costs at the county's rural branch libraries.
Amity Ricketts, presenting for the library, said the county has participated in the E-Rate program since 2002 and that the consulting contract has renewed on multi-year cycles since 2017. Ricketts said the consultant fee is $2,500 a year and "we receive 12 to $15,000 in reimbursement each year," adding that "so it covers its own cost." She explained that E-Rate reimbursements are determined in part by the free-lunch rate in local school districts and that the program is complex.
Sheriff-related staff and board members asked operational questions about filtering and which branches participate. Ricketts said filtering is in place "in compliance with state law" and that the E-Rate agreement covers the county-run five rural branches, while city and town libraries may participate in E-Rate independently.
