The Anna Charter Commission voted unanimously Thursday to recommend approval of proposed Charter Article 4, which covers city administration responsibilities.
Commissioners asked whether the charter language should require certain officers to live inside city limits and how strictly that requirement would be enforced for positions appointed or hired by council. Staff said the commission intended to leave discretion to the council to assess candidates on a case-by-case basis; the draft does not impose a strict residency-for-hire rule. Legal staff reiterated that, as written, the charter does not impose a lifetime term limit or other state-level constraints on those provisions and that the council retains authority to make exceptions.
A commissioner moved approval of Article 4; the motion was seconded and passed on a roll-call vote with unanimous support. Commissioners recorded as voting yes included Commissioner Salford, Commissioner Sacks, Commissioner Morrison, Commissioner Jones, Commissioner Norwood, Commissioner Sewell, Commissioner King Bell, Commissioner Stewart, Commissioner Bridal and the presiding officer.
Several commissioners characterized the changes to Article 4 as minor and said the more significant discussions in the session had focused on mayoral/city-manager relationships and term limits. The approved redline will be included in the packet circulated to commissioners before the next meeting for finalization.
