CalSTRS’ governmental relations director provided a legislative update. Staff reported SB 853, a CalSTRS‑sponsored housekeeping bill, passed the Senate and was awaiting assignment in the Assembly. CalSTRS continues to support AB 65 (pregnancy leave for educators), which was in the Assembly Appropriations Committee.
Staff also said they are monitoring AB 1383 (proposed changes to the Public Employees’ Pension Reform Act in early stages) and AB 1439 (California development project portfolio restrictions), both listed for observation only at this meeting. Staff noted a draft fiscal and actuarial impact for AB 1383 would be developed as the bill’s language evolved; preliminary analysis suggests an increase in normal cost for certain compensation cap changes that could affect member contribution rates if enacted.
Board members asked for additional updates at future meetings as bills move through committees. No board votes on positions were requested at this meeting.
