CalSTRS Board Authorizes Formal Rulemaking to Update Employer Report File Layouts for Benefit Connect

CalSTRS’ director of governmental relations, Joyce Lamartinez Wade, asked the board to authorize initiation of formal rulemaking to update the employer reporting format in the California Code of Regulations to align employer report file layouts with the Benefit Connect system and the requirements of AB 1997.
Staff explained the proposed regulations would set the effective date to July 1, 2027, remove prior waiver periods, and incorporate the file layout by reference. Attachment materials include a draft notice of proposed rulemaking and an initial statement of reasons; staff intends to notice the package in July and hold a hearing in September, combining it with other AB 1997‑related regulations for Office of Administrative Law review.
Board member Steve moved approval of the rulemaking initiation; the motion was seconded and approved by the board. Staff said draft materials are available for stakeholder review and will be published as required for formal rulemaking.
