Durham planning staff summarized the proposed Planning Department work program for the coming fiscal years and clarified timelines for three small-area plans during a City Council meeting.
Sara, a planning staff member who presented the item, said one of the three projects already began this fiscal year. She said the draft deliverable for the Lakewood area is expected by the end of fiscal year 2026, the Bracktown area should be completed by FY2026, and the OCRM project is scheduled to begin at the start of FY2026. Staff emphasized that small-area plans are policy guidance — not standalone regulatory documents — and that they are intended to inform investments, zoning recommendations and site-specific decision-making.
Sara told the council the documents will include actionable items for the city and, in some cases, recommendations that require changes to the zoning map or ordinances. She said the Planning Department would share the scope documents previously presented to the joint planning committee to ensure councilors and staff are aligned on deliverables and timing.
Councilors asked how the plans would affect municipal operations and emphasized pacing projects to match staff resources. Staff acknowledged resource constraints and described the plans as granular, neighborhood-focused tools that will be used to guide investments and engagement with property owners and developers.
Planning staff said they will circulate the JSPC (Joint Strategic Planning Committee) scope and continue coordination with council and other departments as they develop the deliverables.
