Solvang awards human services grants with conditioned $450,000 pledge for aquatic center; mayor recused from vote

The Solvang City Council on May 27 approved recommendations from the ad hoc budget committee allocating human services grant funds and a conditional pledge toward a community aquatics center. Mayor Brown recused for a personal conflict; the motion passed 4-0.

Staff said the call for applications ran Feb. 1–March 31 and that the city held two mandatory applicant workshops. Twelve applications were submitted; staff and the committee reviewed eligibility, standing with the Secretary of State and Department of Justice, insurance requirements and whether proposed services directly benefit Solvang residents. The budget committee granted applicants a one‑time extension to complete required paperwork.

The budget committee recommended and the council approved the following awards and conditions (amounts as presented in the staff report): Atterdag At Home — $20,000 (full request); Bethania Food Distribution — $10,000 (requested $15,000); Santa Ynez Valley Aquatics Foundation — a $450,000 pledge contingent on project fundraising and that funds be released at time of groundbreaking; San Ynez Valley Fruit & Veggie Rescue — $10,000 (full); San Ynez Valley Historical Museum — $7,000 (of a $9,000 request, limited to items benefiting Solvang residents); San Ynez Valley People Helping People — $15,000 (full); Solvang Danish Days Foundation — $40,000 (of $50,000 request); Solvang Rotary Foundation — $10,180 (full, parade costs); Viking Charities — $3,000 (of $3,355 request, city-fee reimbursements).

Council members and staff stressed the process prioritized programs that directly serve Solvang residents and vulnerable groups (seniors, veterans, youth and residents with disabilities). One council member urged reconsideration of funding for a school arts/music request, but the committee and staff said the school’s request focused on facility repair (a gym floor) and could be better addressed through the school’s own fundraisers.

Action: Council approved the grant funding recommendations to be incorporated into the budget process. Vote: 4-0 (Mayor Brown recused).

Why it matters: The awards channel local general‑fund dollars into nonprofit services and community events; the conditional pledge toward the aquatics center is sizable and tied to fundraising milestones and program commitments, not an immediate cash disbursement.
