Solvang approves SB 1 project list and five‑year Measure A program; Alamo Pintado repairs identified as priority

The Solvang City Council voted 5-0 on May 27 to adopt the SB 1 Road Maintenance and Rehabilitation Account project list for fiscal year 2025‑26 and to approve the city’s five‑year Measure A local program of projects for fiscal years 2025‑26 through 2029‑30.
Staff reported that the SB 1 allocation for the city this year is $152,541 and that the city’s listed project is the Alamo Pintado Road repair project. Staff said ancillary work in the project budget includes striping, bike-lane-related striping, Americans with Disabilities Act (ADA) curb‑ramp repairs, and concrete repairs. The Alamo Pintado project will extend from the Viborg/Alamo Pintado intersection north to the city limits just north of Sunnyfields Park. The project will allow two-way traffic flow but is expected to take about 50 working days to complete; staff said construction will be limited to permitted daytime hours (7:30 a.m. to 5:30 p.m.) and should not conflict with the pumpkin patch activities in October.
On the Measure A five‑year program (the county transportation sales tax measure passed in 2008), staff said Solvang’s estimate for the coming year is $489,866 and that the city has planned alternating maintenance (rehab, slurry seal, rehab, slurry seal) across the five‑year period. Staff told the council that the Measure A funds will also be applied to the Alamo Pintado project this year and that the Measure A program is structured to meet local maintenance‑of‑effort requirements.
Action: The council adopted Resolution No. 25-1292 (SB 1 project list) and Resolution No. 25-1293 (Measure A five‑year program) by roll call votes of 5-0.
