Lincoln County approves CDBG pass-through for Las Mananitas community project

Lincoln County commissioners on May 20 voted to adopt Resolution No. 2025-11, authorizing the chair to sign a Community Development Block Grant (CDBG) application that would make the county the pass-through applicant for a proposed Las Mananitas Community Advocates project in North Platte.
The action followed a public hearing during which project representatives described plans for a community business incubator, cultural programming and public gathering space aimed at supporting small businesses and local food production.
"This project represents a significant investment in the well-being and prosperity of the residents," Emma Castor, economic developer with West Central Nebraska Development District, said during the hearing. "By supporting small businesses, cultural programming, and public gathering spaces, we are working toward a stronger, more connected, and economically vibrant community." Addie Dobbins, director of Las Mananitas Community Advocates, presented an updated floor plan and said the group has not yet contracted an architect and is awaiting final funding before spending on design.
Entrepreneur Mackenzie Fernandez, who said she began selling food from her kitchen and later opened a storefront, spoke in support: "I really do think that it's gonna benefit our community greatly. This is gonna give lots of people a chance to start, you know, giving back to the economy, fulfilling their dreams, being self‑sufficient." She also described volunteer support for proposed hydroponics programming.
Commissioners stressed that the county's role is as a pass-through and does not obligate county funds. "For the record, this is a pass-through; this doesn't obligate county funding for this project," a commissioner said during discussion. The board noted the applicant has already raised matching funds and expressed support for the project's progress.
The motion to adopt Resolution No. 2025-11 passed on a roll call vote with commissioners recorded as voting in the affirmative. The county will sign the application and record the materials provided during the hearing into the public record.
The county will provide updates to the board as the project advances and as additional fundraising and design work proceed.
