Senate Bill 54, a proposal to require Medicaid coverage of certain services for people experiencing homelessness, was advanced by the Senate Finance Committee with a conceptual amendment that moves the effective date for portions of the bill to July 1, 2027.
LCB fiscal staff summarized the conceptual amendment discussed at the hearing and said moving the effective date would shift fiscal effects into fiscal year 2028. The bill sponsor and backers from Las Vegas presented the policy, and Medicaid staff indicated that establishing the waiver and program would take time.
Committee members who spoke in favor said the program is expected to save state dollars over time and that the added implementation time is appropriate because a waiver and program development are required. Other senators asked fiscal questions. Testimony in the hearing included support from the city of Las Vegas and opposition from the Nevada Republican Party; Nevada Medicaid updated cost projections after the conceptual amendment.
During the work session the committee adopted the conceptual amendment and moved the bill to an amend-and-do-pass recommendation. The amendment postpones the fiscal impact for the upcoming biennium and gives agencies time to develop the waiver and program details.
