Adams said the division had held some new service enrollments to limit overspending while attempting to maximize federal matching dollars.
Committee members asked how many providers and clients were affected; Adams said exact provider and client counts were not immediately available but that staff would provide those numbers on follow-up. Senators framed the situation as an example of how policy changes (rate increases) can be difficult to forecast precisely at the time of authorizing legislation.
LCB fiscal staff summarized the bill during the work session; the committee moved AB586 to a do‑pass recommendation. The Nevada Association of Providers offered brief support testimony during the hearing.
