The Austin Zoning and Planning Commission voted unanimously Tuesday to create a working group to review the commission—s structure and responsibilities and develop recommendations for the full commission.
Commissioners approved the working group after a motion by Vice Chair Betsy Greenberg. Greenberg moved, "I move that we create a working group to work on a recommendation from ZAP on whatever that ordinance was," and the motion was adopted without recorded opposition.
The commission appointed four volunteers to the working group: Commissioner Luis Oster Lugo; Commissioner David Fouts; Commissioner Christian Sheppy; and Commissioner Taylor Major. Chair Hank Smith confirmed the group may operate with three members as long as it does not create a quorum of the full commission.
Commissioners directed the working group to start by reviewing the charter, the city code and the bylaws of both the Planning Commission and the Zoning and Planning Commission to identify which responsibilities belong to each body. Commissioners said staff liaisons from both commissions should help the group. The working group is to summarize joint responsibilities, identify items that align more naturally with zoning versus planning, and present an initial report to the full commission.
Commissioners also referenced a City Council resolution by number during the discussion as background for the review; in the meeting the reference was recorded as "resolution number 20 24 1 2 1 2 dash 1 3 3." The working group will use that resolution, the city charter, city code and bylaws as primary sources for its recommendations.
The commission placed no additional formal deadlines during the meeting; commissioners said the working group will return to the full commission with its first report and proposed next steps.
