Public commenters press council on homelessness services, tenant billing at Northwoods Apartments and Alessandro Adobe repair

Several members of the public addressed the Moreno Valley City Council on May 20 about homelessness outreach, tenant utility billing and a minor repair to a local historic adobe.
James Armour, representing Inland Compassion, reported the nonprofit served 495 individuals year-to-date and said the group received a donated 12-person bus to support outreach and housing referrals. Armour said Inland Compassion plans to apply for the Homeless Housing Assistance and Prevention Program (HHAP) grant and requested the council add an agenda item to authorize the city to serve as a reference on the application, which requires three references with knowledge of the applicant’s work. Armour originally cited an RFP deadline in May and then corrected the timeline to early June. City staff advised that because of the tight timeline any council-level approval would require a special meeting rather than a regularly scheduled session.
Tenants from Northwoods Apartments brought complaints about billing for water, trash and sewer and parking charges. Doreen Armstrong said she is on a fixed income and that her May water/trash/sewer bill exceeded $500; Catalina Santana said her studio’s monthly trash charge was $135 while others in the same complex were charged far less. Staff took the speakers’ contact information and said they would follow up with the tenants and management.
Diana La Cava of the Moreno Valley Historical Society urged the council to secure a loose screw on a plywood covering a window at the Alessandro Adobe on Hendrick Ranches property near Cottonwood and Moreno Beach, saying a single screw needs to be replaced to keep weather and vandalism out. She described the adobe’s historical significance and asked only for “a simple screw gun and maybe a drywall screw” to keep the building weather-tight.
Council and staff agreed to follow up on the requests: staff said it would connect Inland Compassion with city staff to discuss next steps for references and to explain scheduling constraints, will follow up with the tenants at Northwoods Apartments and coordinate with code enforcement or contracted vendors regarding the adobe repair.
