Council confirms annual parcel taxes, lighting and landscape assessments and moves delinquent solid waste charges to county roll

The Moreno Valley City Council on May 20 held and closed three routine public hearings and adopted resolutions to continue parcel taxes and district assessments for Fiscal Year 2025-26, and confirmed a report to send delinquent solid waste charges and abatement costs to the Riverside County tax roll.
Dina Hill, the city's chief financial officer and treasurer, presented the solid-waste delinquency item and said the process is conducted annually in spring and fall per the municipal code. Hill told the council there are 143 properties going through the abatement process and “over 6,000” currently with delinquent solid waste accounts. Property owners have until June 26, 2025, to resolve invoices with the franchise waste hauler before the city certifies remaining charges to the county for placement on the 2025-26 property tax bill.
Hill also presented the Community Services District (CSD) parcel-charge continuations for zones A and C and parcel charges for zones D, E, M and S. Staff explained the proposed levies are continuations of current charges with only routine inflationary adjustments where previously authorized by the qualified electors. The applied parcel-charge rates support parks and community services, arterial street lighting and landscape maintenance in designated zones.
The council also considered routine annual confirmations for Lighting Maintenance District No. 2014-01 and Landscape Maintenance District No. 2014-02. Staff said the resolutions set maximum and applied parcel-charge rates and authorize the county to place the charges on the property-tax roll.
All three public hearings closed with no public testimony for the latter two items. The council voted unanimously to adopt the resolutions to continue parcel charges and to confirm the delinquent solid-waste and abatement report for county assessment. Votes for each motion were recorded as yes from Council members Bernard, Gonzales, Delgado, Mayor Pro Tem Baca Santa Cruz and Mayor Cabrera.
Staff said the CSD parcel charges fund ongoing services and reserves as specified in district budgets, and that landscape maintenance frequency depends on available funding for each maintenance zone. The city indicated it will file certified resolutions and reports with the County of Riverside Auditor-Controller by the county’s stated deadlines.
