Parks and Recreation staff presented an FY26 budget focused on facility maintenance, completed capital improvements and grant‑funded projects, with continuing work on the Penny Pool rebuild.
Staff reported completed work at Leroy Jackson Park, including a walking path, new drinking fountains, solar lighting on the walking path, shaded seating, a new restroom/concession building by the softball fields, and tennis‑court repairs and lighting. Staff said the upgrades aimed to improve evening and year‑round use of courts and paths.
The department completed several facility repairs and maintenance purchases in the last year — HVAC upgrades for the IT/server room, new mowers and turf‑care equipment, and an assortment of trucks and field implements to reduce reliance on outside contractors. Staff also reported replacing solar‑field panels at a park site and completing windbreak and spectator improvements at ball fields.
For FY26 the parks budget emphasizes maintenance and targeted capital: a grass rehabilitation project for Shetland Field and other outfields, painting and signage improvements at city facilities, a renovation of a soccer concession area in partnership with a volunteer group, resurfacing and repainting of basketball courts, and replacement of an additional maintenance truck. Staff also noted grant applications submitted for an inclusive playground at Freedom Park and a skate‑park expansion; staff said one or both may proceed if funding is awarded.
On the Penny Pool rebuild, staff said the project remains in plan‑check; solar options are being refined and the pool construction cost is not yet in the Measure P budget pending bids. Staff underscored the need to return the pool project to council once bids are received.
Parks staff asked council to maintain a maintenance focus in FY26 and to support grant‑funded projects as they move into design and construction phases.
