Council staff explained that the policy allows individual members to request remote participation but that a House rule bars House members from voting or making formal recommendations while participating electronically. The policy caps remote participation for personal matters at two meetings per calendar year or 25% of meetings held per year (rounded up), whichever is greater, and staff said the council will generally approve requests unless they conflict with the policy or the Code of Virginia. Staff also noted that votes to deny remote participation, individual requests, and requests for all‑virtual meetings must be recorded in the meeting minutes.
On all‑virtual public meetings, the policy permits no more than two such meetings per calendar year or 25% of the year’s meetings (rounded up) and says all‑virtual meetings cannot be held consecutively. After a motion and second, members voted in favor and the chair announced the policy was accepted.
Council staff said the policy is identical to last year’s version and that members will revisit it annually. Members did not propose amendments during the meeting.
