Commission continues South Cross rezoning request amid neighbor, business disputes; requests revised site plan

The commission continued consideration of a rezoning request for 2227 and 2235 West South Cross Boulevard to allow motor vehicle sales, after a lengthy public record showing neighborhood concern and questions about past code compliance and the proposed site layout.
Staff presented the case and recommended an alternate of C2P CD (commercial pedestrian district with conditional use for motor vehicle sales) to prevent further industrial encroachment and provide a buffer between existing industrial parcels to the east and residences to the west. Applicant representative Mauricio Castillo and community supporters argued the request aligns the property with surrounding commercial and light industrial uses and will support local businesses and jobs.
Neighboring property owners and nearby business representatives opposed the request. Attorney Mickey Johnson and others described ongoing code and permitting disputes, missing or noncompliant fencing, unpermitted structures (including a scale house and scale reported by neighbors), and the clearing of structures and trees without required permits. Neighbor Elizabeth Russell said her client, Danny's Metal Recycling, directly across the street, opposed industrial expansion and remained concerned about truck movements and curb changes.
Commissioners asked for a clearer, bound site plan showing driveway configuration, parking, and throat distance for vehicle maneuvering. Chair Bustamante moved to continue the item to the June 3 hearing, and Commissioner Watson seconded. The commission asked the applicant to provide a revised site plan, work with staff on fencing and code issues, and coordinate with nearby property owners prior to the continuance date.
The applicant agreed to provide the revised site plan and the case will return to the commission on June 3 for further consideration.
